How do I get the national disaster act to pay for automotive insurance deductible due to massive Hail storm?

In Deschutes county (Bend Oregon area) on June 12th, 2006 a major hail storm runined many cars. A friend of mine is getting his automotive insurance deductible paid by the national disaster act. The insurance he’s going through is Safeco, but for some reason my insurance agency ( Nationwide) knows nothing about this program paying for deductibles. So is there any web sites I can go to for information on how to get Nationwide to do the same thing Safeco car insurance is doing? I need help, I’m in the process of getting my car fixed and this deduction getting paid by a program would really help me out.
